what are the top 5 1070 tis for overclocking and just the best in general im buying now

ROG Strix cooler is also good, but those two are pretty much on par with each other.

3 fan isn't necessarily better, 2 large fans will get the job done just as well.

 

You can look up reviews of both cards and see how they compare against each other.

My MSi Armor is never below 2000MHz even after hours of gaming.  There's more to it than 3 is better than 2.  I'd rather a twin fan setup from a 'better' company than a 3 fan from a 'lower' company.  Plus 3 fans is always a longer card

1080 has a 35$ tax so thats expensive for 10fps

you just have to get lucky i guess... i remember LTT's review of a GTX 780Ti Windforce card that actually over clocked lower than a reference card. 

 

although better cooling and power delivery always helps
