I couldn't find any RAM in the market that had a frequency of 3200MHz and latency 13-14-14-32 with command rate 1.. so I'm guessing this is a good overclock?

I didn't touch the other timings tho.. because I have no idea how low or high they can go.. and if they even matter that much...

And it is better than my XMP?

I'd say that's good

I got mine @ 14-14-14-28 2T 3000MHz

run some tests to see if it's fully stable

ASUS X470-PRO • R7 1700 4GHz • Corsair H110i GT P/P • 2x MSI RX 480 8G • Corsair DP 2x8 @3466 • EVGA 750 G2 • Corsair 730T • Crucial MX500 250GB • WD 4TB

xmp is for some reason faster in benchmarks :/ doesn't make much sense..

raw speed

you're comparing 3200 against 3600

I thought latency is more important than speed.. which one is more important for adobe premiere tho?

You got it totally wrong. There is latency, access time or (real latency) and bandwidth. Each of them is dependant for the real "speed" of your memory.

Higher Bandwidth and Cache are also reducing latency even with increased access time...

You should just stay away from RAMOC because it will change your life how you know it completely for a minimal gain in performance. You would gain much more performance much easier by just overclocking your CPU.

Also not to mention that Coffeelake has a platform with a very huge cache, making especially Cas Latency less impactful/meaningful than on other platforms.

Secondary/Tertiary timings and IOL'/RTL's combined with Bandwidth and cache is where the power of this plattform lies. Which is also the reason why 3200cl13 is slower than 3600cl17..
