Is GTG respone time matter? Would it be better to buy a monitor without GTG?

Response time does matter, but the GTG response time you see in the specifications is not all that realistic, and there's no standard way to measure. So you can't really use it to compare different monitors, it's better to check reviews.

Monitors can't not have a GTG (gray to gray) response time. Every display has one, but as said above, it's not really a comparable measurement. Some manufacturers just don't publish it.

if you don't use it for gaming then you can ignore it. 

faster response time will benefit gaming especially for 144hz+ monitor. too high panel response time can result an image ghosting and lag.

but if you're looking to buy 60hz monitor then it doesn't really matter. as long as GTG is below 8ms, it's completely fine.
