Technically "device subsidy" because it isn't on a contract, it's a long term payment plan without contracts with a payoff promise in 24 months. And if you pay before that 24 months you pay more.

Well, OnePlus takes forever to ship (to BC), I dunno about other areas. Unless you consider the Moto G5, stores don't stock motorola flagships and i can't find them online

You have to be on a contract and pass a credit check to get the phone at a subsidized rate.

You can get Motorola at Bell and Virgin. You can also get OnePlus from their site, and ZTE is available from NewEgg.

The Motorola Z2 Play is only $299 right now. I'd get that, and the Turbo Moto mod. Battery life for days.

Not at all. Most people praise the skin for being close to stock Android, and the phones with the right Moto mod are quite good. They've also killed it in the budget category many times over with the G series. At $299 I really don't think you'll find a better device, except perhaps if the Essential Phone goes on a crazy sale again.
