New Build - 1080 ti Troubles

Hey there, so I just "finished" building a new rig. Here's the part list: https://pcpartpicker.com/list/ZW2Bhy

So right now I can only fit 2x of the 1080ti's in the machine until I can figure out a way to set up the watercooling.

My problem is this:

The top 1080ti is working great.

The bottom, in the third slot, is not working..

It lights up and is seen in the device manage but it is coming up "Windows has stopped this device because it has reported problems. (Code 43)"

I thought it might be the card, so I drained the watercooling loop and replaced it with a third 1080ti and its giving me the same error. So it isn't the card. Not sure where to go from here.

I've updated the bios, chipset, nvidia drivers, and still nothing...

Sli bridge? dunno 

 

put the working TI in the 3rd slot and see if it works by itself?

 

Maybe a bad mobo?

What exactly are you doing when you get this error?
