Spec:

Gpu: galax 1060 3gb

Motherboard: asrock ab350m pro4 (atx version)

Well as long as there's content being displayed from your gpu, it's not bricked

Alright one THERE IS NO WAY YOU GOT 4.5ghz so you WAY OVER SHOT IT. if it wont post you will have to clear your cmos. and if you don't know the limits of your cpu and how the average limits are please don't overclock. YOU CAN KILL YOUR CPU especially if you aren't cooling it right. To clear your cmos take the battery out of your mobo and unplug the psu. Leave it for anywhere 10-30 minutes. Put the battery back, plug the psu in, and try to turn it on this should have made your settings be reset to default. Please do more research before trying to overclock (trying not to be rude but even 2xxx WONT HIT 4.5ghz a lot of 1xxx wont hit 4ghz.

You should never jump 0.5GHz in one go, that rarely ever goes your way. Clear your CMOS and start again at 4GHz, and then go up in increments of 0.2GHz to stay safe, of course bumping up voltage if needed. Also please take into consideration your cooling solution and ensure your fan curve is adjusted accordingly if needed.

First 4.5GHz for first gen ryzen is impossible on air or water. If you have exotic cooling you may wat to tell us.

1.45V is already high enough to enter damage zone. Dont go above 1.4v if not on exotic cooling.

Dont panic yet, reset BIOS and try to boot. If you dont know how to reset bios, the easiest way is unplug your PC (press power button a few times so it discharges), remove the motherboard battery and let it sit for 30 minutes. Install the battery again, plug in the pc and try to boot to bios.

It should boot, but whether there is damage or not will come later.
