Motherboard not booting. Help!

Threadripper 1900x
GIGABYTE X399 Designare EX
CORSAIR Vengeance RGB Pro 
EVGA GeForce GTX 1080 Ti FTW3 GAMING

All the parts arrived today so i checking stuff so everything is ok.

Problem is when I turn on switch for PSU, LED on MB blink once and I can hear "click" sound inside of PSU then nothing happens.

 

Turn off PSU then I have to wait few seconds to try it again.

I checked pins and disconnect and reconnected 24 pin and other connectors. Still nothing.

Motherboard is not inside case.

Any ideas?
