New pc Build wont restart, will only boot

Just built my new gaming pc. It is having a very weird issue. When I do a hard boot of the pc, windows starts up fine. But when I try to restart the pc from windows it just hangs and hangs and goes into startup repair. x470 taichi, ryzen 2600x.
