Will a Ryzen 3 2200g OC TO 3.9 Ghz bottleneck a GTX 1070?

I wouldn't, since the new cards are just around the corner. I think you might see a bit of a bottleneck in some titles, but it'll still perform better than a lower tier card.

It depends on the game, as different games load the GPU/CPU differently. For things like Assassins Creed Origins (very CPU intensive), I can't imagine it won't. Most games should be fine though.

What a weird upgrade path. If this was the plan all along, the 2400G would've been the safer pick. Anyway, as cliché as it sounds, it depends on the game and the framerate you want to hit.
