Hello i have having a problem when i shutdown the pc the fans will keep working but at slower speeds and the rgb leds are still working and its making alot of noise high pitch sounds i dont know how to solve this problem pls someone help me fix this problem

Pc: 

i5 8500

Geforce gtx 1060 mini itx oc 6gb 

Forgot the motherboard name 

blue something 1 Tb Harddrive 

256 ssd 

and 450 W power supply

The motherboard name would be much useful, as that is what determines the fan speed and power. I'd try to check the BIOS settings to see if there's anything concerning fans behavior at shutdown

In the motherboard BIOS, can you find any option, looking in every menu, concerning fan behavior at shutdown? Also, can you confirm that the fans never stop after you shutdown the PC or does it just take a couple minutes or so?

Also, what brand and model is your PSU?

From my understanding, the fans and LEDs stay on because either the PSU keeps on giving power to the 24 pin connector to the motherboard even if turned off, or either the motherboard doesn't give the PSU the command to turn off. Can you try and reseat the 24 pin power connector of the motherboard?

To reseat it, just unplug it and plug it back in

It may work, I can't say for sure; the reason for the fans' lower speeds may be because the CPU is turned off and its temperature is near ambient: this is, if the motherboard doesn't turn off. If it does and the problem is the power supply, which does not receive the command to turn off, it's because the motherboard isn't giving no more PWM signal to control the fan speed, so they work at their lowest speeds. Either way, I'd check the 24 pin connector to be sure there's no false contact or dust that can cause the issue

Two suggestions:

1.) Update the BIOS

2.) (Assuming Windows 10): Start > Settings > System > Power & sleep > Additional power settings > Choose what the power buttons do > Change settings that are currently unavailable > un-check "Turn on fast startup" then click "Save changes" and try shutting down to see if the issue persists.
