Speedstep not working on i7 2600k

I literally just swapped my i5 2500k to my new i7 2600k, and although I had reading problems with the speedstep on my i5 on third party softwares, I could verify it was modulating the clock through Windows Task Manager and through the voltage on CPU-Z.

 

I immediatly overclocked the i7 (I'll remove my OC to check if it works without it rn), it wanted too much voltage to get to 4.7, so I settled for 4.5Ghz, like my i5, and after tweaking it a bit, I noticed this, tried to disable and re-enable turbo mode and Intel Speedstep, but to no success. I also updated my BIOS, to no avail as well. So, what can I do?

 

Important note: The i5 slipped from my nails when I was removing it from the socket and it ended up getting out not so nicely and rubbed against the pins a bit, didn't seem like anything was bent (I should've checked better, but didn't :|), so, a bent pin may cause this? If not, what can and how can I solve it? I don't really want my chip maxed out for no reason 24/7.

Just removed, still doesn't seem like it's working like in my i5, it's pretty much stuck in the 3Ghz range, with one or two drops to the high 2Ghz. My i5 used to drop all the way to 1.6Ghz. I'll try to boot without speedstep then re-enable it again.

Update: I'm dumb, I set Windows to high performance at some time and forgot it, because I never use it, so that was locking my clock.
