Bought a used i5 4570 temp too high what do i do?

I purchased a i5 4570, gigabyte ga-b85m-hd3 motherboard and 8gb ram bundle off ebay from a trop rated seller. 

 

However my temps are too high i get 100 degrees on 30% load according to core temps what do i do any advice please help it came all fitted.

Check to see if any thermal paste is applied.

The only thing i can do is take off the stock cooler and re apply thermal paste what about if the problem still persists?

The thermal paste has to be very dry or the cpu cooler fan must be dead. The problem can't persist, because the heat will be dissipated by the cooler. The only other explanation is that the temperatures that are displayed in your software are wrong.

Go into bios and change the CPU Fan Speed Control to max speed, cause it might be on silent or quiet mode. Also make sure your CPU voltage is around 1 Volt and not over 1.2 Volt or something crazy.

If the paste is the problem and I do this what will happen to the system just automatically shut down.

If it does get too hot the system should auto shutdown. But make sure you check with other temperature monitor programs like Core Temp, HWInfo, or HWMonitor. I would watch to make sure it's not hitting 72.72°C on the core, cause that is the max your CPU can go up to. But the chances of the paste being the problem is almost none, usually it's either the paste is dry like Konrad_K said, you forgot to plug in the CPU fan, the CPU heatsink is not the one designed for your CPU, or you didn't push the pins down enough so the heatsink is making contact. But make sure to replace the paste after taking off the cooler.

I am getting temps of over 90c constantly I have checked using core temps and hw monitor. The stock intel cooler is constantly running at max speed due to the overheat.

Yeah you should take off the cooler and replace the thermal paste and then make sure you have the cooler installed correctly.
