Can someone explain this to me?

So I don't know if something in Windows has changed and I'm just not aware but it seems like permissions have changed massively in Windows 10 and it's really annoying. I'm having problems editing files and moving/copying files around. if I try and copy a folder to a new location Windows 10 tells me that the folder already exists in that location and asks me if I'd like to merge it when there shouldn't be anything there. I've also had issues when i go to create a new folder and it makes 4 or 5 new ones for no reason. i also have to use this little registry edit I found to take ownership of files and folders if not Windows won't allow me to change files. For example I was editing the tags of some music I ripped and DBpoweramp tag editor was unable to write the new tags to the files without me taking ownership of the files. It never used to work like this and I'm curious why this is happening. maybe it's a new security feature of Windows or maybe I fucked something up but it's really annoying and I can't seem to find a fix anywhere.

Any ideas?

Try checking your permissions through file explorer. There might be something there. I've had a few problems in the past with this, but usually, I resolved them by making sure that there weren't any background programs running (via task manager) that might be using the file. Windows has been known to display files in use as you have no permission to edit/move them instead of saying they are in use by a background program.

Well I just reinstalled Windows 10 about a week or so ago and nothing should be changed as I haven't done much but install a few games and common programs but I will have a look. I don't think anything is messed up with permissions though.
