How to set case fans to a fixed RPM

I have been trying to set my 2 case fans to a static rpm in my Asus BIOS - I went onto the manual setting and set the same fan duty cycle for each temperature but then I realised that the BIOS won't let me set anything lower for fan duty cycle after the cpu temp has reached 75c. I am guessing this is some kind of saftey feature - is there any way to disable this?

You should have either PWM or DC fan speed modes, DC is where the fans will spin at a constant RPM, PWM is where the fan regulates a speed based on current temperature and changes dynamically.

Yes I have both of those modes on my bios but there is a manual mode for both of them and on neither can I get my desired fan speed

There could be a software for your fans not in the bios but in the GUI, If you don't mind me asking what are the maker of your fans?

they are the nzxt rgb ones. All I want to do is set the fan curve to a static 30% on them so they don't ramp up to 100% out of nowhere when my CPU hits 75c. I don't need them to go that fast

This is partially incorrect. DC fans can be controlled same way as PWM, just not as accurate. It depends on mobo how wide range of controls is available. DC just means that fan is controlled with amount of voltage supplied (works on both 3pin and 4pin fans). PWM means Pulse Width Modulation and works by giving fan pulses of power in set duty cycles. Whether they adjust by temperature or not at all is only about mobo controls.

Which motherboard? Have you tried setting "curve" where line is just horizontal? Have you tried to disable any warning temp settings?
