R9 270 usage too low because of temps

I have r9 270 paired with core i7 870 2.93ghz which i have buy used full system with 8gb ram,500 gb hard drive and 460 watt psu

When i play game the cpu temperature goes to. 99 degreses celcius i think the thermal paste has to be replaced

Does this is affecting my gpu usage because it stays between 5 to 35 % and fps are too low and games are unplauyable

I have tried tekken 7 and battlefield 1

Your CPU is thermal throttling in order to not catastrophically fail. Don't use the PC until you've sorted out the cooling. It'll likely need new paste and a good clean. The longer you run your system like this, the sooner you'll have to buy a new one.

The i7 870 is from Intel though ?

The problem is the thermal paste more than the chip anyway.

Stock cooler i noticed that it was even 99 degrees celcius even when not stressed with software speccy
