Frame Skipping on High End PC


I've been having a problem in all my games with microstuttering and input lag. I've replaced all the parts in my pc including cpu, gpu, psu, ram etc. I also replaced my monitor, cpu, cords etc.
I have also tried using a different keyboard and mouse. I've reinstalled windows 10 countless times, wiped my ssd and on a fresh install of windows 10 and I still have the problem with no extra software installed. 

My ping in games stays normal around 60 ms and my framerate is always stable around 260 in games like Overwatch. One thing I did was use Msi Afterburner back on my old pc to increase the gpu powerlimit from I think around 90 to 100 to get more fps but the day after that I started having problems, but like I said I already replaced the gpu and the psu. I've also tried using CCleaner to clean up the registry and scanned my pc for viruses but came up with nothing. I've also tried 3 different mice. I also installed a Audigy FX 5.1 soundcard, which I've tried playing with and without, no difference. For some reason in the device manager when I update drivers for the soundcard they update to 2017 drivers but all I can find online is 2015 drivers... Any help/tips are greatly appreciated... thanks.
