Is it possible to ONLY delete windows 10 and then reinstall it while keeping other files untouched

Jaok

I'm asking this because Windows 10 is taking 70gb of space on my brother's pc but he doesn't want to reinstall all the games and files after formating his ssd.

Yeah it's called "put your data on a second drive" so that you can unplug it while reinstalling windows.

Pull your data on to another drive. A reinstall of windows on a drive wipes the drive.

If you dont have other drives, then gather up your 4-8GB free USB sticks you got in school

Before doing anything, check what is using all that space. I would bet that he has hibernation file worth of 30gb.

It's actually the installer folder which takes over 50gb of space

C:\Windows? Ofc it is. If there's hibernation file, its in that folder. Same with pagefile. This is bit new Win10, but my folder is only 19gb. Since its over 25gb, there's probably hibernation file taking the space. If he doesn't use hibernation, then just disable it.

Even if it's something different than hibernation, reinstalling system it's not a solution - after copy back all files, programs, games etc. and after few days of using Win10 the same way as usual - result will be the same amount of free space as before. Reinstalling Windows is not a magic trick that resolves any problem, it's just method to temprary workaround problems.
