DDR4 RAM 32 GB (15.9 GB Usable) 16.1 Hardware Reserved?

Hello so I have had this RAM issue for a while now and everything I try I can not fix it. Basically I have 32GB of DDR4 RAM installed which I paid a lot of money for but my System is only using 15.9GB of it and I looked in Task manager and it says 16.1 GB is hardware Reserved? I actually don't know what that means exactly. I have tried unchecking the max memory option is msconfig I have tried switch around the RAM (Yes they are in the correct slots according to my Mobo Manual) I have tried to Update and re-flash my bios I have tried upping the voltage on my RAM and nothing. I was wondering if anyone else and any suggestions on how exactly to fix this issue because I would really like my system to use all the RAM I paid so much money for.

 

CPU: Ryzen 5 1600

Motherboard: MSI X370 GAMING PLUS

RAM: 32GB DDR4 3200MHz G.skill RAM (2 16GB sticks in Dual channel Configuration)

GPU: AMD RX Vega 56 Sapphire Pulse

PSU: 750watt

You may have a dead Ram slot or your windows is REAL buggy and you may need a fresh install. Having that much in reserve on boot is not normal.

I have used the windows memory checker tool as well it detect no problems so I don't think its a dead stick

32 GB is showing up in bios and says nothing about 15.9 usable or 16.1 hardware reserved.

Found a fixed the issue thanks everyone who tried to help one of my RAM sticks was faulty sadly but took it out and everything works now!
