Building a pc specifically for streaming games. Help!

I'm going to build my next pc. The games I play run fine currently with my 970, but when I start streaming I start losing fps and gaining input lag. If you have any knowledge specific to streaming and gaming pc builds, I'd really appreciate some advice! I would like to use my current gpu in the build, since I've been told the problem is in my cpu. I'm running two monitors (one for chat) and playing Overwatch. I'd like to get no less than 144 fps in game. I don't know why the input lag is there (up to 13ms from <5), but I'd like that gone as well. I'd like to be able to stream in 1080p. I don't actually know most of my specs, however if something is absolutely necessary for us to find out, I could always open my case and investigate. Budget is around $500, but keep in mind I can scrap any parts from this pc that do not need upgraded in order to meet my preferences (of which I have none other than the performence I specified in the original post). I live in Indiana, US

This, but if you are going to reuse everything else then make sure the case can fit the motherboard.
