GPU usage drops for no apparent reason, haven't found anything similar in google searches

Hi, I've recently encountered a problem with my pc where gpu usage suddenly drops from 100% to 50-0%, causing massive fps drop. This lasts for around 15secs and then goes back to normal. Have this issue on every game (CS:GO, Bf4, Just Cause 3, The Forest etc.). I have re-installed Windows, deleting and re-installing drivers using DDU, heat isn't going off the roof (linked full Afterburner and HWmonitor results where you can clearly see everything). Hopefully someone could offer some sort of solution!

Amd Radeon R9 270x from Msi

Amd fx-8350

16gb of DDR3 ram 1866mhz ram Kingston HyperX

Asrock 990fx extreme

This could and migth be happening if you have alot of background apps maybe an antivirus, discord and other apps if that isint the case could be the PSU struggling to deliver the rigth ammount of energy

For the first one, I don't have any anti-virus or -malware software installed and I shut down every other program but it didn't make a difference; I'm not a pc expert but if the problem was the PSU, shouldn't there be more variance? Like for the gpu voltage to drop more drastically atleast once? And the drops are almost always the exactly same the lenght. Do you have some other ideas I could test? Since this is my only pc so I cant test the psu itself easily on another system. And thanks for the answer!!
