When i download it from there it is only 439 mb

https://www.playstation.com/en-us/support/system-updates/ps4/#newinstallation

Right at the bottom, there is another download link under "Perform a New Installation of the System Software":

Capture.thumb.PNG.f4157258f3c8f787df4c69c52ffd6bff.PNG

The download button is a bit hidden but that is the full system software (992MB) that you need to use. As said previously the memory stick must be formatted exFAT as NTFS is not compatible with the PS4.

Use a different USB Device.
Some USB Devices don't work. I have that Problem with an Intenso USB 3.0 Stick (64GiB) that I bought in the Local Aldi.

Also you need the File for new Installations, not the "normal one".

The one you need is close to 1GiB in Size. And you have to scroll to the bottom of the site to download that image.

The ~650MiB Image is the wrong one.

Might want to check that first.

Also you have to make the Folder "PS4" and inside that "UPDATE" but I think you did that, didn't you?

Well, be glad its a PS4, where you have easy acess to the HDD.

Its not that Easy on the XBox One (X)...

You have to disassemble that and then use some "shady Software" to format/Partition it. But it somehow seems to work these days...

Try formatting the USB device to  exFAT if individual files are larger than 4gb or FAT32 if the individual files are lower than 4gb then follow https://www.playstation.com/en-gb/get-help/ps4-system-software/

Nope sadly still get the error
