Charging via USB when computer is off

Basically, I want to charge my phone when my PC is off, didn't found anything saying that my mobo supports it and also couldn't find anything in the BIOS. Already tried enabling EHCI Hand-off (was disabled) and Intel xHCI Mode (was Smart Auto) as suggested in other forums and also unchecking the "Allow the computer to turn off this device to save power" in all USB devices in device manager, but it won't charge (though for some reason when I remove the USB cable the phone says it's charging for half a second, it's not a faulty USB because it happens with all of them). My Bluetooth dongle keeps it's light on and my keyboard and mouse lit up if I press then. Mobo is a B85M-E/BR from Asus.

Is it frontpanel connector pr back panel?

Have you tried all the usb ports?

I want to use from my keyboard USB that is connected in the back, and I've tried on all of them.

You could use a powered USB hub, though that would also require an outlet for use. Some motherboards just straight up don't support it, so I'm not really sure what to recommend

Not 100% sure, but I think things like your bluetooth dongle, mouse and keyboard are all running of off the 5Vsb, that is always present.

Your phone saying it's charging for a fraction of a second is most likely caused by a filter cap, keeping the voltage on the USB power lines high enough for your phone to recognize it, but once it starts drawing current, the voltage drops and your phone can't use it anymore.

5Vsb is usually only rated for a couple amps (3 or so), which, with everything else running of off it might just not be enough to charge your phone, or your motherboard doesn't allow it.

In the latter case you might be able to do something super getto like running two wires directly from 5Vsb and ground to 5V and ground on the USB ports.

In case of the former, I don't know.
