Is this meant to happen?

So I built my first pc a week ago and I’m clueless when it comes to software. I was just wondering if this is meant to appear everytime I boot my pc. This screen comes up saying arsenal gaming, it loads for about 8 seconds and brings me to the windows sign in screen (I’ve added a picture of both screens that appear)

 

is this normal?

Yes its the bios screen

yes thats the motherboard boot screen and that second one is the pic windows picked to be your background, for me that pic changes every like month on its own.

That's normal.

 

The first screen is the screen that lets you into the BIOS. It usually hangs around for a few seconds and then continues to boot Windows.

 

Also, I love your login screen picture.

Every time it boots from a cold shutdown, yes.

You could disable the splash screen if you truly wanted to. It would be in your BIOS under something like Boot --> Full-Screen Logo Display
