i7 3770k/i7 4770k or i7 4790k used and a z77 motherboard (or z87/z97 for the 4770k)

Try using the PSU Tier List!

How to reset the bios/clear the cmos

My current rig:

CPU: Ryzen 7 3700x

Ram: 1x16gb DDR4, 2x8gb DDR4

Storage: 1tb nvme ssd

GPU: gtx 3080

Keyboard: ducky one I | I SF

Mouse: gpro wireless | glorious model o2 wireless

Sound : beyerdynamic 1990 pro | Monoprice liquid spark (amp) + topping d10 (dac)

There really isnt any updates if you want to keep the ram. Maybe some i7 4790k, but that's about it. Or some bizarre xeon. I would say that keep on saving up, 200 is a little too small for an upgrade, the best you can do is a sidegrade, but that isn't too meaningful.

Get a x58 board from eBay, they cost about 100-150 and get a x5675; it is a BEAST watch this video about it. It gives about 6700k levels of performance and you can keep your ram!

Yea, dont you have ram though why would you need to find new ram? Also that listing appears to be 7 months old so check to see if it has not been sold.
