Depending on your settings some pcs do this as an anti dust thing. Basically forcing more air through it to try and get rid of dust that has entered and settled.

Only one idea but issues can cause it as well.

chances are your fans are controlled by some sort of software and when shutting down it doesn't tell the fans how fast to run anymore, they get confused and ramp up just for safety reasons because they think they clever. wouldn't worry too much.

Have this issue as well. When you shutdown your computer, all the software is closed and the fans have just pure voltage going through them, no controlled voltage or RPM. It is normal and you should not worry about it.

What motherboard is it?

As @8uhbbhu8 said, there is a de-dusting thing. I have a Z97 that has the same feature and the fan installed in the ASST fan header will spin for another 30 sec before shut down. I did set it up to run at normal speed and not ramped up.

CPU: Ryzen 7 2700x, Cooling: Corsair H100i Platinum AIO MOBO: Asus Strix B450 F GPU: Gigabyte GTX 1080 Founders Edition + Arctic Accelero Xtreme III RAM: 2x8GB ThermalTake ToughRAM White 3200MHz PSU: Corsair RM850x White Storage: 250GB Samsung 970 Evo NVMe CASE: Corsair 275r Airflow White OTHER: White and Orange Cable Extensions ---- MONITOR: Samsung LC32JG5 32" WQHD 1440p VA 144Hz

There's nothing to worry about. Might be annoying but it's fine.

Speccy and several hardware monitors will do if you don't want to open case.

Model name is usually under first PCIe slot. Or if you saved motherboards box and/or manual, those have it with big letters right in front.

It would help me more if I'd see whole board. But at this point its easier if you just install Speccy, HWiNFO64 or HWMonitor and use that. From those pics all I can see is that mobo is ATX, has brown PCB and two bottom slots are legacy PCI.
