Yeah i have ddr4 ram already

I want to upgrade because my cpu and gpu got bottlenecked. I am currently using intel Celeron g1840 & gtx 1050 SSC

An i3 8100 and H310 board is one option, as you mentioned.

 

The other option is a Ryzen 1400 and B350 motherboard for about the same price which would provide a bit better value imo.
