No.  Before the gpu price rise, a 980ti for $250 was a good deal, $300 was a ripoff.

It is essentially a 1070 so would you pay 400 for a slightly older used 1070? I would say it's a toss up as most gpus are way overpriced atm so it's not that bad of a deal all things considered. Might also want to think about how the next gen gpus are coming out within the coming months most likely.

Haaaaa...sure you don't mean "new"? Used for 400 is terrible.

 

As for the OP, $400 for 980 Ti is bad. If it were a hundred less and you couldn't find a 1070, maybe.

Sure, depending on the card and proof of overclocks. 

Anyway the 980 Ti OC'd beats the 1070 stock/overclocked regardless, just that the 980 Ti lacks 2GB less while using more power than the 1070.

$400 is the unfortunate going rate right now.  Still a powerful card...1070ti-ish.
