Base clock stuck at 0.79Ghz, 100% utilization (7700K, Z270-E)

If you're seeing 800MHZ, that is FCLK frequency.

This is beyond frustrating since I just took my computer in to Canada Computers to have this problem fixed, only for me to come home with the same problem. I'm currently using AI Suite, and the guy said that the problem was with some patch that caused issues and that everything seemed to have been resolved. In AI Suite it says that I'm running at 4.5Ghz, but it just simply isn't the case in task manager. 

It seemed that my computer is perpetually in 'power saving mode', and even when uninstalling AI Suite, it remains. 

Please give me every possible fix you can think of. :~{

Check with CPU-Z and HWmonitor. You sure you didn't turn down the BLCK frequency?

I'm rusty on Intel features, but it should be something along the lines of Intel's SpeedStep or Dynamic P-states features.

Consult your Motherboard's manual and BIOS and try disabling any automatic downlocking features

Well no wonder it's like this. It's been downclocked. Can you send a picture of the BIOS? The BLCK frequency should be at 100, the multiplier for the cores should be 45. Try that and see what the clockrate goes to.

That's one of the weirdest parts about my issue.
Everywhere has the correct numbers, but it's still stuck at 800Mhz.

Here's one thing I just noticed that's weird:

It's as if it's fighting to stay at its listed clock, but keeps going back to 800Mhz erratically. 

AI Suite says it's at the right BCLK, but my Task Manager says it's at 0.79Ghz, which I know isn't false since it reflects in games (30-40FPS in CS:GO)

Gif shows 102.99 BCLK x 8X multiplier=823mhz.

Try to disable any power saving stuff in BIOS and Windows to prevent it downclocking to 8x multipler, it should be at 42-45X if you didn't touch multipler.

Does your mobo have that boot jumper that underclocks your cpu in case of a bad OC?

Thanks a lot for the help.

The problem initially started when I uninstalled AI Suite because it was no longer showing up/viewable, even when trying to access its process.

 

I can assume that it was in power save mode before I uninstalled it (while it was still buggy), since I checked the BIOS again when checking what you told me to look for. The power saving features were enabled in the BIOS; after turning those off, I also set everything else back to default (RAM frequency, OC, etc), just in case there were any voltage problems.

 

The reason why I was concerned about voltage problems, was because the BCLK was erratic when idling. I didn't want to risk anything erratic when it comes down to watts and volts. :{

.....Especially since I kinda, sorta, maybe gone a teensy bit over my initial budget....I originally planned for a 1070, 1300x, 16gb RAM (Basic ADATA), 212 Evo, 128Gb ADATA SSD, and 1x 1Tb HDD.....

 

Anyway!

Sorry for the late response. I don't want to make it seem like you went through the effort without me noticing it and or ignoring it.
