Well since the fans are powering up, that does mean the CPU most likely works, what board did you install that CPU to?

Main system "Kethlon":

Core i7 3820 - Intel Desktop Board DX79TO - 32GB 1600MHz DDR3 RAM Dual channel - EVGA GTX 1050 Ti SSC - EVGA 550 B3 - PNY 120GB SSD (boot),WD Blue 1TB (Mass Storage)

See profile for full specs

Primary Laptop "Vengeance":

HP HDX16 1370US - Intel Core2Duo P8700 - 4GB DDR2 800MHz RAM Samsung - HGST 1TB 7200RPM (Windows 7, Linux, MacOS 10.11.6) - Nvidia GT 130M 1GB DDR2

Downed Laptop "Xarasky":

MacBookPro3,1 - Core2Duo T7700 - 4GB DDR2 RAM 667MHz - Nvidia 8600M GT 256MB VRAM - 640GB HDD (MacOS and Windows)

Testing laptop #1 "Leonard":

HP 15 F387WM - AMD A8 7410 APU - 8GB DDR3 Samsung RAM 1600MHz - AMD Radeon R5 graphics (1GB VRAM partitioned out of physical RAM) - 500GB WD Blue mobile drive

2 things to try.

1: reset the cmos. Sometimes it continues to try and boot with the parameters of the old cpu.

2: put your old cpu back in and check for a bios update.

Current Build

AMD Ryzen 2600

Stock cooler

Asus ROG B450f gaming Mobo

1tb SKHynix m.2

WD 1TB HDD

Asus ROG Strix RX 5700xt

Thermaltake Toughpower 650w DPS RGB 80+Gold

16 Gigs ddr4 3000 gskill ram

Phantek fans

Phanteks P400TG

Laptop

Eluktronics Prometheus XVII

Ryzen 7 5800h

32 gigs ddr4 Corsair ram

Nvidia rtx 3080 max-p

17.3 qhd 165 hrz screen

1tb Samsung m.2

1tb WD black m.2

Yea, I second trying to clear the cmos. Some bios settings from your old chip could be causing an issue.

if you follow 2. though... testing your old CPU again... check the pins while you're at it. Maybe you accidentally bent one over in which case you can fix it by following a guide on straitening out CPU socket pins with a razor blade. Linus did one and so did jayztwocents.

Checked the board model, it supports the problem cpu on factory BIOS so a BIOS update is not needed to run said CPU. Resetting CMOS could work. On this board clearing the CMOS is done by shorting two pins near the bottom of the board for a few seconds.

You want to short those pins circled for just a few seconds with a screwdriver WHILE THE POWER SUPPLY IS POWERED OFF!!! Then after those few seconds, power on the power supply, power on the board and see if it boots.
