Anyone know if the thermal paste pre applied to the spire is non conductive?

I would imagine it's not, even if it was you'd have a pretty hard time screwing something up with it through normal installation.

You'll be fine, should be non conductive.

I see. I’m worried I moved the heat sink around on top of the CPU too much before I screwed it into place. Now I’m thinking perhaps a bit spilled over the sides. Think I’m safe?

Yeah, that happened to my old cooler a lot and I didn't have any problems with it. As long as you didn't get it all over the socket or the CPU pins you're pretty good.
