Mobos that support newer CPUs and ddr3 ram?

Ryzen and Threadripper and the newest intel processors only have DDR4 memory controllers in them.

 

You'll want to look at some of the 6th generation Intel processors which still supported DDR3L (pretty much DDR3 but running at 1.35v instead of 1.5v) . If you have regular 1.5v DDR3 memory sticks, you may be able to run them at 1.35v by lowering the frequency substantially (let's say to 1066 Mhz or 1333 Mhz, down from 1600-1866 Mhz)

 

Lots of socket 1150 and socket 1151 will support DDR3L , socket 1155 motherboards that still support DDR3 or DDR3L are rare .. for example GIGABYTE GA-H77M-D3H would be one of them but supports only up to 3rd generation Intel cpus

 

For socket 1151, look for GIGABYTE GA-Z170-HD3 DDR3 or ASUS Z170M-E D3  these support the 6th and 7th series cpus with ddr3 controller ... if you're lucky maybe you can score a 6600k or 7700k if you're into gaming.

 

If you're not into overclocking, there's some boards based on h170 chipset like GIGABYTE GA-H170M-HD3 DDR3 , ASUS H170M-E D3 , ASUS H170-PLUS D3  or B150 chipset ... like ASUS B150M-A D3 , GIGABYTE GA-B150M-D3H DDR3 , GIGABYTE GA-B150-HD3 DDR3 , ASUS B150M-C D3

 

 

I'm looking at Intel's new x series and amd's threadripper line up and it seems that all the motherboards these CPUs require can only support ddr4 ram. Is there one that can support ddr3 (not ddr3L)?

DDR3 and DDR4 are different architectures. You will never find a new motherboard that supports new CPU's and also supports the old stuff.

Newest stuff with DDR3 support is some of the Skylake/Kaby Lake boards.

thats not a very nice board and I would question the reliability of it in general

also I think that may be incorrect because it says it supports up to DDR3 3200mhz

If you want overclocking, lots of cores, and DDR3 then look at X58/LGA1366 XEON.
