Any good water blocks for the 1080 ti (not for the founders edition since I can't afford a founders edition) and a good water blocks for the threadripper 1950x?

Yes, check EK, they have Threadripper blocks, and blocks for almost all of the popular 1080 tis. Just be sure to check the compatibility list before you buy one.

I'm running Phanteks Glacier blocks on my 1080Ti (reference board - same board as FE) and AFAIK they launched Cpu block for AMD TR too. And they have RGB too. 

People quoting posts with all the pictures should get banned from internet!

Plenty of cards that use reference pcb, so they still use fe blocks. Pick your gear then pic blocks.
