My dad says I can only order one part then a week or 2 later i can order the other since he wont have enough money to pay for all of it

Do you live near a Microcenter? If you do, then I'd get the GPU/Peripherals (on black friday when they're on sale), and the CPU+Mobo later on since they're always on sale (at microcenter in store).

Well, Microcenter always has great cpu+mobo combos, so I'd definitely hold off on those two components then (unless you find an even better deal elsewhere).

It might depend on your specific location, but for the most part they're sold out like everywhere else.

I think you should order the motherboard and memory toward the end of your build, just in case (not really that likely to be honest, but just to be safe)they are dead on arrival. If it takes a while to get all the parts it would be a real shame to miss out on warranty to replace them. I would order things like your GPU, CPU, PSU or storage around the beginning of the build. 

 

Generally though, keep an eye on the prices. Sometimes that is the biggest signal for me to buy.
