Does my motherboard support OCing?

No, you either need a Z87 (requires BIOS update) or a Z97 (supports the 4790K out of the box).

How much performance can you gain if you OC? If I am correct the 4790k is 4ghz with a 4.4ghz boost, while with oc it can get to about 4.7-4.8. Can I buy it and leave it un-oc and it'd still be great?

Once you OC it you get around 7700K performance.

Thing is though I will have to spend at least $130 for a compatible motherboard which is out of my budget I think. Do you know of any cheap but good ones out there? Any recommendations? I don't need anything flashy whatsoever. If I did OC it though, should I watercool it for $50?

Well to save some money and if you didn't mind you could just drop down to the 4790.

That's true, but how does the i7 4790 compare to an OC'd i7 4790k? And the i5 4460?

Also, it seems like the i7 4790 and the i5 4460 don't perform that far apart in gaming. Am I wrong about this?

It's not as much as the 4790K but still way faster than your current 4460.

Wait, can I just throw the 4790k into my already lga1150 motherboard and not OC it? Please please please tell me I don't need a special motherboard for it even if i don't want to overclock it..

Well if you don't want to overclock just save your money and get a 4790.

The turbo boost of the 4790 is 4.0GHz anyway, seriously if you don't have any interest in CPU overclocking just get the 4790 instead of the 4790K as it will be cheaper and will make more sense for you as a user.

If you want to add 16GB then it's up to you but 12GB is fine I guess.

Just buy a CPU, no need for a whole tower.

Oh I see what you are doing now, you are going take out the 4790 out the pre-built and put into your main PC and then put the 4460 in the pre-built so you can have it as a spare machine.

Exactly. Coincidentally, my brother is running a 6gb ram + i3 3150 machine w/o ssd that is literally trash. Christmas season is right around the corner... see where I'm getting? This could turn out to be incredibly perfect.
