How much should i over clock it

Depends on how far you want to take it. If you keep your voltage low, your board can handle it, and your temps stay under a safe limit at max load, you'll be fine. Each chip can be different from the next due to silicon lottery so i cant really give you a specific answer, it just kind of depends how your CPU does as you OC it. Safe temps at max are around the 80-85C range, any higher drop it down a bit.

aim for lowest voltage / good stability vs overclock speed . this is a trial and error setup , so no hard/definite answers

Gigabyte makes more than one motherboard. You'll need to be more specific. Especially the chipset matters. If it's not B350 or X370, you're SOL. No overclocking on A320. 3.8GHz should be easy if you have an aftermarket cooler, 4GHz if lucky. On stock, 3.6 is probably the most comfortable speed.

so the cooler for the cpu is stock that comes with the ryzen 3 1200 

 

and the mb  tthe model is A320MA-M.2-CF

That's the A320 chipset. You can't overclock your CPU on that motherboard. You need a B350 or X370 for overclocking.
