Destiny 2 FPS problems

I'm having trouble getting a locked 60 fps w/ Destiny 2.

 

Here's my rig:

6700k OC'd to 4.4GHz.  AIO watercooled so no temp issues.  Usage is 40-60% in game according to HWMonitor.

Asus GTX 1080 OC'd to  ~ 2037MHz.  Stable in furmark / other stress tests at about 67C. Usage has been 25% in windowed mode at 720p res.

1 stick 8gb ddr4 ram in slot 1 (my 2nd stick died recently...).  Memory usage is reported at 66% from task manager while in game.

1TB Samsung Evo w/ ~100gb free.

EVGA power supply w/ plenty of head room.

Montor: Mac LED cinema display (not thunderbolt).  2560x1440 w/ display port.

 

From what I've read, other people have had no problem hitting a locked 60fps.  I've tried a variety of resolutions and quality settings, and the game always seems to float between 45 and 59 fps.

 

Closer to 50 during intense fighting.  I especially notice the stutter when I jump.  I understand the 59 is probably just an artifact of Windows 10 running the monitor at 59.94hz due to some TV compatibility stuff.

 

I dropped the res down to 720P and it still had trouble staying locked.  I've tired dropping the video settings to low and the fps still dips.  Since HWMonitor seems to indicate the CPU and GPU still have some headroom, I'm not sure what is bottlenecking.  1 stick of 8GB ram... not dual channel... that's not the best, but my impression was that it shouldn't impact FPS this much, especially when it's only reporting 66% usage.

 

What should I look at next?  Other games in the past have been perfect (Skyrim, GTA V, Witcher 3 w/ hairworks off, etc.)

This is clearly a optimization problem on Destiny's 2 part. There is nothing you can do, because you aren't causing it. Same thing with PUBG.

GPU: XFX RX 7900 XTX

CPU: Ryzen 7 7800X3D

I rebooted into safe mode, wiped all the drivers, restarted, then reinstalled the nvidia 388 driver.  No change.  :-/

 

It's very bizarre to me how all the reviews are so positive on frame rate... and I have a rig so similar to what  many benchmark with, and yet I'm seeing such a different result.

Are you a member of a clan? It's causing issues on American servers that lead to this issue.

 

Try leaving and it might fix your issie.

I tried disabling DOF but it made no difference.  My Windows 10 says it's fully up to date.
