If I remember right, that button switches the wheel from smooth scrolling to scrolling with a click.  Sry, can't think of a better way to describe it.  I have a Performance MX mouse and it has the same sort of button.  I don't like the smooth scroll so I use scrolling with a click.

It actually controls what steelseries refers to as the CPI (or DPI as most other manufacturers call it) by default, but it only has two settings which can be altered in the steelseries engine software (you can also change what the button does in the aforementioned software).
