I7 3970x or Ryzen 1700x

The 1700 is definitely better. I mean, you are comparing a 6 core CPU from 2012 to an 8 core CPU from 2017. :P

If you're in need of higher clock speeds then the 3970x might be the better choice even though it has a slightly lower ipc than ryzen. If possible I believe that you should wait for the ryzen refresh to get the best of both worlds for single and multi-threaded performance.
