Why is my cpu only running at 0.79 ghz?

please help me my cpu is only running at 0.79 ghz when it should be running at 3.20ghz. It is a core i5 6500 and i dont nopw what is wrong.

It's normal for CPU to idle at 800MHz... how you checked the clocks? Was PC under load or idle?

No like my cpu runs at 0.79ghz idle and at load. And i used HW monitor to check the clocks.

Make sure that your Power Management settings in Windows are set to Balanced instead of Power Saving.

If yes, make sure in the advanced settings that the maximum CPU state is 100%.

Also, temperatures are fine? No throttling?

whats better high performance or balanced?
