why 28 lanes can 4 way sli?

It can't. 

 

PCPP looks at the board and sees that the board is compatible with 4-way SLI, and so it says its compatible. But it's only capable of 3-way SLI with a 7800x (not that it matters since >2-way SLI is useless).

the motherboard supports CPUs that can, dont think PCPP takes PCIe lanes into consideration

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Computation applications don't require SLI. You can run multiple GPUs for the same task without them being in SLI.

i want to build pc with 4 radeon pro duo polaris for blender render. run nonstop 24/7. which cpu and motherboard should i choose?
