CPU Motherboard and RAM upgarde

I am looking to upgrade my computer I am currently running a Athlon x4 860k 8 gb of ram and a 4gb rx 480. I have $200 I might be able to gather $250 if needed. I want an upgrade that would no longer bottleneck my gpu and be able to handle cpu more oriented games and if possible do some streaming to twitch or youtube.

then you probably want a 6 core, but that means drr4 and those are expensive, so you probably can buy cpu+ mobo but probably not cpu+mobo +ram,

as cofelake boards are expensive, and  a 1600 ryzen+ mobo+ram would be around 200+80+80

For 250 it is hard to get a modern CPU, motherboard, and RAM. I strongly suggest going the used route, something like a i7-4790k with a motherboard and RAM could be a steal for $250.

 

Here are new parts, To go for a Ryzen 5 would be optimal but it is hard in your budget. I did include a B350 motherboard though so you can overclock.

I currently have ddr3 so if I upgrade I will probably need new ram I would like to get it now if I can so I don't have to when I upgrade next.

I can use amd relive to stream and eliminate most of the cpu burden what would a ryzen 1200 or 1300x be suitable then or would I still want a 6 core or more

For $250 you would not be able to do a system new enough for DDR4. a Xeon X5650, X58 mobo, and 8gb more RAM  would run you about $200 though.
