Without a delid I doubt you can get past 4.8

Yep, skylake X runs HAWT.  THough with a delid I'm quite confident the dark rock pro 3 could handle it

Also, I actually recommend a tower heatsink like the NH-D15 for ryzen, I cun run my 1700 at 3.9ghz with no fans!

Yep, I can't stand the sound of the stock cooler anymore after getting used to that blissful silence.  I will say, YMMV but it's super easy to run ryzen passively.

H115i should be enough for 4.8 if the chip is decent.  I was running 4.7 on my 7820x with one non-delided.

i9-9900k @ 5.1GHz || EVGA 3080 ti FTW3 EK Cooled || EVGA z390 Dark || G.Skill TridentZ 32gb 4000MHz C16

 970 Pro 1tb || 860 Evo 2tb || BeQuiet Dark Base Pro 900 || EVGA P2 1200w || AOC Agon AG352UCG

Cooled by: Heatkiller || Hardware Labs || Bitspower || Noctua || EKWB

Thing is, OP doesn't actually have the budget for an H115i

Depending on what you want to do, there is a bit of a performance jump

Not a huuuuge difference but it will be third place performance wise.  Doesn't mean its bad, just not literally the best
