Can i install GTA 5 and get decent framerates on low settings on my laptop?

Since i already have the game.

 

Specs:

AMD A6-6310 1.8Ghz

4GB DDR3L (i could upgrade to 8 if i feel like it)

Radeon R4 IGPU

1TB 7200RPM HDD

 

Could i install it without burning my house down?

No you wouldn't even be able to run it at a lower resolution with all settings at the lowest possible.
