My pc has a ghost?

I was out all day left my pc on came home to computer frozen on startup repair so i rebooted it and didnt think much of it but it kept doing it so i shut it down for the night then something weird happen that has me scratching my head 

 

(Im thinking psu?)

have you tried exorcism? 

what PSU do you have? computer specifications? how old is the build?

In which case there may have been a power surge that has caused some problems. hence the startup repair getting stuck, so the HDD/SSD might need to be looked at and checked for errors, as well, a power surge could have affected a multitude of things, so I would recommend ressetting the BIOS / Clear CMOS
The PSU might have been hit hard by a power surge in which case, this might have to be replace - and I would advise testing another PSU in the system after clearing the BIOS. 

GIve those a shot first, then come back to us with the results.

I actually had this problem on my i5-2500K system. I had a very minor short due to a lose 4-pin AT/ATX/IDE power cable to SATA adapter that came with my 2½-inch  drive into 3½-inch bay enclosure. All the parts seemed to work fine after I reset CMOS. At least for a while, I had to get a temporary FX-8350 build that I use for a little over one year, because a power surge seemed to knock out the PSU, the CPU (i5) and the motherboard a few months after the short. I'm guessing the short might've done some damage to the capacitors that made them unable to withstand a surge later on.  Try what Metal_Kitty said. And good luck.

(Edit: I mean minor short as in stuff didn't outright die on my right then and there)

I dont have another psu i did try reset but the computer wont turn on the keyboard and mouse still get power nothing else
