Given your budget the best value is a ryzen 7 1700. Spend the rest of the money on a good cooler to overclock it.

I would just go with a Ryzen 7 1700 and almost any B350 motherboard.

I would suggest getting a ryzen 1700 and any x370 motherboard under 150.

It's a great CPU for streaming and other multicore-dependent tasks.

Unless you're comparing the worst b350 with the best x370 there really isn't any difference. The chipset itself doesn't change anything as a matter of fact, there are x370 boards that are about the same as b350 ones when it comes oc potential.
