X299 Build for a friend

Alright, so my friend wants to go for an X299 build. He doesn't have an account so I'm posting this for him to get advice.

Here's the info he filled out:

2600 at most, 2500 most desirably. USD
Gaming, music production, video recording and editing, livestreaming, internet browsing, and art production
3 monitors, 1920x1080
2 additional monitors (He has one already and wants to run 3 1080p screens.)
VR primarily, but also to reach peak FPS on newer games that persistently cause crippling lag during explosions or intensive events. Also to increase multitasking performance, so that recording games will not render them slow and low quality. Nor will having tabs open in the background

His current Rig:
CPU: i5-4950 4 core
Motherboard: Asus N1996
Cooling: 2x fan, one is TT-1225, other is unreadable while spinning
GPU: GeForce GTX 760
PSU: Antec Truepower 650
CPU Cooling: Intel e97378
RAM: 2X 8Gb Corsair Vengeance
Storage HHD 1 (Windows Drive): 372Gb
Storage HHD 2: 931Gb
Storage HHD 3: 465Gb
OS: Windows 10 (64-bit)

New Rig he's considering:

If he doesn't ever plan on upgrading RAM. He should consider 8x4 GB of ram to fill up the Quad Channel so it looks cooler.

why get an 80GB SATA SSD? wouldn't it be better to go with an NVME m.2 or pci card

I had the wrong link before, there's a new one up. Also, he already has a Wins 10 HHD that he plans on moving over.

i'd go with an 256-512GB nvme drive over a 1TB sata3 ssd you'll get much better response and boot times from the drive

same as RAM....higher speed with Quad channel

He already has a boot drive which he's taking from his old pc. The 1TB is for game, movie, and song storage.

R5 or R7 would be good, save money and get more cores.

change boot drive to faster medium

ideally, you would want game storage to be on an HDD and the OS to be (sata3 or NVME*) SSD

Actually, just checked, it is for the boot drive and he would put a few games on it.

He wants to stick with the core series of CPUs, but he is considering AMD. He's worried about compatibility for the 1080TI. He also wants performance. I tell him that Ryzen is just as good if not better, but he still thinks the I7 will do better.

IPC wise, intel still has the advantage, but ryzen provides a good alternative for the first time in years

Very little, basically non existent with an OC and faster ram (Obliviously 8 cores will be better in multi-threaded applications).

Good, could just get a 1700 an OC to the 1800x (or very close at least).

$2500, were 10 days away from threadripper, the X1900 is 8 core 16 thread on X399 and is $599. Id spend that time telling your friend to go AMD and show him some 8 core ryzen benchmarks vs 6 core intel.

The MSI board is terrible vs the Asus Crosshair 6 and the AsRock Taichi. However as I said above, at this price point and time, I would wait 10 days for AMD's threadripper

Is there any real difference from 1700 and 1900x besides clock speeds and PCI-E lanes? He's not going to be running quad XFire Vegas.

Not alot, its meant more for those w=who need those lanes but their workload doesnt benefit much from more cores.

Whilst it is still 8c/16t I do think there will be a performance improvement going from dual to quad channel ram. I think it's worth at least waiting for reviews to how it stacks up against the current Ryzen 7 and X299
