Then the only GPU that makes sense is the 1050Ti which might have some bottlenecks, everything else is either a sidegrade or downgrade.

Stick with the 950 for now, upgrade to a 1060 6GB or RX 570/580 down the road:

250 for a cpu upgrade is good but not gonna improve gaming experience a whole lot more, I'd do a gpu+cpu upgrade at the same time as both of it in your pc is fairly weak

As for GPUs for the future, got a few options:

A used GTX 980 or 980 Ti should run between $175 and $300 depending on the card and whatnot and would be a very long lived and good value upgrade.

RX 580 8GB would be a good upgrade but prices are pretty crazy right now. Maybe if you can get a used 480 8GB for under $200 that would be a very nice upgrade too.

 

Other optional side upgrades, depending on what you've got (budget and spec wise):

120GB to 240GB SSD for the OS

New PSU depending on your current model

Additional stick of 8GB RAM
