Germany, 1080p ~60fps (he needs a powerfull Intel CPU for Arma 3)

Tell him to wait! GPU prices are still insane so are memory prices. Since Ethereum crashed hard recently the market will soon get flooded with cheap GPUs ranging from 480/580 up to GTX 1070. The latter is exactly what he wants. A 1060 or 580 would be pretty great for the moment, but it will get maxed out pretty soon with ultra settings at 1080p (trust me, I have one and it works well with GTA V or Rise of the Tomb Raider – at ~60-80FPS … but with lows of ~40FPS). So a 1070 would be a better choice – if you get one for ~400€. That's the tricky part thanks to mining douches – so wait!

Memory prices are high as well. Not that it was cheap a month ago but it went up even further. 

I wouldn't bother with Intel i5 anymore. 4c4t might be ok for the moment but wait another year and you're at the very low end. 4c8t or more is the way to go! So go i7 or Ryzen 5!

In the US, I can find them for around $300, and in CA, it's around $400. I don't know about the EU, but in NA it's already dropping.

If you can get one for $300, great, more than that and I'd rather wait a few weeks and choose a 1070 when prices are becoming reasonable again (as in ~$420–450). Here in Germany there's hardly a RX580 available and if they are available they cost about 380–400€ … which is insane.
