DOOM only 60 Fps in Windowed mode????

The title says it, when I launch Doom in full screen or borderless I get  ~15 fps but when I switch it to a windowed mode I get solid 60 fps... WTF? I am playing on a 1060 laptop. and I check Optimus technology, the game is running on the 1060.

Nope it didn't do anything still stuck at 15, although using FRAPs, I see that when I tab out of the game and then back in the frames goes from 60 down to 15 in like a sec

couldn't find it in setting but I think its windows think it is a background application when I am on it because when I tab out then back in, I see the frames going from 60 to 15 really quickly
