70°C is fine.

In my tests I got diminishing improvement clock-for-clock above 3.6GHz anyway. At 3.8Ghz it is still a very good processor.

As @mok said, I wouldn't sweat that number too much.  You're looking at a max of 5% performance difference from 3.8 to 4 GHz and that's only under perfect scaling situations.  Hardly anything to worry about unless you know you need it for a specific reason.

I guess.

But the main thing that annoys me are the voltages,i cant get past 10minutes of cpu burner without crashing if im below 1.4v and according to amd 1.35v is the sweetspot for long term use

then scale it back my dude

go down to 3.7ghz at a lower voltage

 

if im not comfortable with my temps/voltage i do something about it...

i feel like you posted here to try and get someone to agree with you to run 1.4 or higher - but only people chasing benchmark numbers will do that

Don't worry about that, the CPU is fine. As long as your temperatures are in check. 1.35V (among the wide range of other recommended values) is just an arbitrary value pulled out of a hat and is approximately the point where power draw increases significantly with overclocks. at 1.4V is will be less efficient, although if it is stable and temperatures are in check then it will be fine.

If 1.4V is above your personal comfort zone, then you could drop the clock speed.
